Open Question: why doesn’t my ex-boyfriend give me my Jewelry back?

Ok well we broke up in the of Feb. a week later i text-ed him for my stuff back he calls me the next day and asks me for my address and said he will send it my way when he gets the chance..well its almost June and no sign of the jewelry. he text-es me about how he is sorry about being an asshole and staying touch and hope that im doing well... then i would ask him a few days later that if he stills has my jewelry. but he never responded. i have asked him three times in these past months but he never answers me? so i don't know what to think about this.
